Norton antivirus worm protection never stops opening.

Users who have recently installed an updated version of a program or reinstalled a program that requires Internet access may experience an issue with Symantec's Norton antivirus continuously opening asking if Internet access should be permitted or blocked. This issue is caused because Norton adds multiple instances of the same program in the permissions. To resolve this issue follow the below steps.

right-click on the Norton antivirus icon in the systray and click Norton antivirus Options.
Within the Norton antivirus Options click the Internet Worm Protection.
Next, click Program Control
Locate the program within the Program Control that is causing your issue, highlight the program and remove it and any other copies from the list and click ok.
When prompted to permit the program again, permit or deny the program and you should not receive the prompt again.
